Recommends to the Board of Directors any changes to membership dues, tuition or usage fees.

Reviews requests for special dues/consideration based on financial inability to pay/donate the dues and/or fees as approved by the Congregation Members at the Annual Meeting. Applicants must fill out the required application forms and provide a signed copy of the prior year federal income tax return of the applicant(s). If granted, individuals must agree to volunteer their time/services to the Congregation.

Develops, and recommends to the Board of Directors, a set of priorities and related timetables for new programs that involve extensive financing, unusual expenditures of time, or long-range planning.
Proactively identifies new needs and new areas of possible service for study, clarification, and referral to a standing committee or to the Board.
Develops and maintains a rolling Five-Year Financial Plan using the current year budget as its basis, with assumptions regarding significant variables affecting the operation of the Congregation.
